If I read the grammar correctly, the form 

namespace NS;

is currently free to use.  So it could be defined to start a namespace body 
that lasts to end of file. Or another such statement.   

However I see little benefit from it, neither does it "solves a problem", 
so IMHO it is not worth the committee time until we run out of more 
valuable proposals.
