The standard already mandates that the move should happen if: - the type can't be copied (deleted copy constructor) - the move constructor is noexcept but the copy one may throw You'd like to enforce that if both are available and both won't throw (or both will), that the move constructor be called. I think that's a reasonable ask. You just have to write good examples of which conditions would benefit from this. One of them is that copy constructors usually have more work to do.
