The link that you provided states similarly and does not state that it was rejected. I've had some correspondence with the authors and with a LEWG member that raised concerns. Some of those concerns are addressed in P0482R0 , but I ran out of time before the Issaquah mailing deadline to address them all. The paper notes some incomplete items at the end of the introduction.
