I hope this version is more understandable. - Updated the document header. Any comments are welcome. In particular, since this is my first proposal, I would like to hear if there are formal mistakes in the document (e.g. is the Audience in the document appropriate? any notes about wording language? etc.) I'm also looking for a champion that would be able to present the proposal on the committee meeting, if such presentation is required. I'm also not sure how to proceed from here (where and how should I submit the proposal?)
