The proposal author should probably validate that to show us what kinds of subsets are already possible, but it'll also be possible to add new subsets if the C++ library wants to make finer-grained distinctions. Standard libraries targeting microcontrollers may need ways to only ship subsets of unicode according to user assertions about which characters they actually use, but I'm pretty confident it's possible to make the size reasonable.
