All functions by default are noexcept(false) (except for destructors since 
c++11?).

Is there a reason noexcept cannot be applied to a class like 
__declspec(dllexport) or to a scope - like extern "C"?

It could be handy to set the default to true for a whole class and then set 
it to false only for a few functions.

A (big?) benefit would be reduced binary size - less entries in the stack 
unwinding stuff for exceptions...

Would such a proposal have any chance?

Also I'm not sure if the applicability of constexpr is also the same (only 
on a per-function basis).
