I don't think so, you can't put the entire world into an official library implementation. What I think you want is a (far) easier way to consume libraries (on Windows). On Linux (Debian), one can do apt-get install cmake g++ libboost-date-time-dev libboost-dev libboost-filesystem-dev libboost-program-options-dev libboost-regex-dev libboost-serialization-dev libmysqlclient15-dev make subversion zlib1g-dev and consume a vast amount of (C) libs. On Windows? It's a disaster every time I update my compiler or want to setup an dev environment from scratch.
