As I have said repeatedly, that's not a mandatory prerequisite.  I fully
understand, for various
reasons that I would not guesstimate-elaborate on, that some people don't
want to
go that way.

I have no beef for or against going via boost or not. I'm just trying to
give hopefully helpful hints.
It's up to the discretion of every proposal author whether to go via boost
or not.
