Hi all -

I'd like to propose the addition of two new type relationship traits= to the C++ standard library:

template<typename T, typename U =3D T><= /font>
struct std::is_swappable;<= /font>

template<typename T,= typename U =3D T>
struct std::is_nothrow_swa= ppable;

The purpose of these tw= o new traits is primarily to make it easier to correctly query the noexcept= status of swap when writing a noexcept expression.
