If an idea is so unconvincing that you can't find a single implementor
who would be willing to try it out as an extension, I doubt that it's a
good enough idea to justify adding it to the standard. It's a lot easier
to convince a single writer/implementor than the entire committee, so
even if it was brought before the committee, such an unconvincing idea
would probably be rejected anyway.

Keep in mind the severe resource constraints that the committee works
under; it barely has enough time to consider the ideas that have been
proven out; it has no time to waste on ideas that haven't been proven
out yet. Just think of the individual implementors as pre-screeners for
the committee.
