Creativity is the responsibility of implementors, not the standardizers.
It's better that way; committees are not a good environment for
creativity, but they are a key tool in the process of reaching
consensus. Innovation works best in small groups. Look what Bjarne
Stroustrup did - he had lots of support from other people, but during
the early days of C++, everything about it was ultimately his
responsibility; C++ would have been far less innovative if he'd had to
work with a large committee to develop it.
