This morning I posted a revision to my allocator proposal at:

This is a serious and significant proposal aimed at making allocators
more useful and, in the process, resolving issue 431 (swapping
containers with unequal allocators).

Don't let the length of the paper scare you.  It is very conversational
and a reasonably quick read.  The last few pages are the formal part of
the proposal.  I hope to integrate feedback from this newsgroup and
submit it to the committee in tine for consideration at their October
meeting.  I am not certain I can make it to the October meeting myself,
so I am still looking for a partner to champion this proposal.
