The proposal, at least as I read it, is very concrete. At the April meeting, the committee voted to encourage the author to continue to develop it; there seems to be more or less a consensus that something along these lines would be nice. On the other hand, there doesn't seem to be anyone with enough time to implement a proof of concept for it.
